The golf cart is the choice worth thinking about. It costs less than a Jeep and handles Esperanza and Isabel Segunda without trouble, but it will not take you down the refuge roads to Playa La Chiva or Playa Caracas, which is the reason most visitors rent anything at all. Book the cart for a town-based trip, and a vehicle with clearance if the beach circuit is the plan.

Free pickup and drop-off matters more here than it sounds. Rental lots on Vieques sit away from the ferry terminal, so an agency that meets you saves a taxi fare at each end of the trip.
